  • Purple Heart recipients
  • Former prisoners of war
  • All veterans with service-connected disabilities
  • Individuals approved and designated as the primary family caregivers of eligible veterans enrolled under the Department of Veterans Affairs Program of Comprehensive Assistance for Family Caregivers.
